Job Description

This position supports Clarksville BHIP and PCMHI operations in concert with the Clarksville MH Program Manager. This position has 30% time dedicated to administrative functions as a supervisor. In addition, this position serves as a psychiatrist and provides psychiatric care services for the Mental Health Care Line (MHCL) at the Dept. of VA Tennessee Valley Healthcare System, through the Primary Care Mental Health Integration (PCMHI) or Behavioral Health Interidsciplinary Programs (BHIP). To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirements: Completion of an accredited residency training program in general psychiatry. Preferred Experience: Board Certified or Board Eligible; Board Certified preferred. Familiarity with mental health law, including the procedures for involuntary commitment and treatment. DEA registration is required. BLS certification is required. Incumbent performs general psychiatric assessment and treatment In a multi-disciplinary setting composed of psychiatrists, psychologists, psychiatric social workers, nurse practitioners, psychopharmacologists, and primary ambulatory care services. The incumbent will work closely with his/her colleagues to provide comprehensive, state-of-the-art mental health care. Incumbent is a key participant in the implementation of the principles of Advanced Clinic Access in mental health. The incumbent shall work under the direction of the Psychiatry Section Chief, MHCL. Routine work is performed with minimum supervision. Incumbent is required to perform duties on his/her own initiative. As a psychiatrist within the MHCL, the incumbent will operate in a manner promoting success in all applicable performance measures and ensuring compliance with all applicable accreditation standards. The incumbent shall act in a thoroughly professional manner at all times. He/she shall work in harmony with other members of the professional and technical staff; tact and courtesy are mandatory when interacting with patients and staff. Duties include: Duties include directing, administering, and managing all aspects of the program, including comprehensive planning, developing and implementing programs, policies and procedures; determining program needs; overseeing the type, quality and quantity of services provided; setting priorities; and establishing short and long-range program goals, initiatives, and direction. Coordinates programming with program managers from other programs, as well as in the Mental Health Care Line with responsibility to negotiate service agreements and other forms of collaboration. Collaborates with discipline supervisors including psychiatry, psychology, social work, primary care, and nursing by providing input in hiring, performance reviews, incentives, and discipline. Collaborates with clerical supervisors for similar input. Duties with the clinical staff includes providing clinical consultation in utilizing evidence based therapeutic practices and clinical practice guideline; creating a work environment that acknowledges and respects widely divergent interests, points of views and discipline perspectives; and providing support, encouragement and direction to all staff. Triages and assigns referrals for services in a systematic way and makes treatment recommendations. Monitors for the provision of services to be delivered in a manner that meets VA guidelines and standards. Implements ongoing program evaluation and outcome projects using data-driven quality assurance processes including establishing and monitoring team production and performance standards; implementing patient treatment outcome and satisfaction projects; overseeing the completion of evaluation reports. Establishes and modifies clinic scheduling profiles for assigned MH CBOC staff. Approves and certifies timecards for MH CBOC staff.
