Job Title: Financial Analyst

Job Type: Full-Time 

Location: Client Site in Washington, D.C.  

Salary Range: $95,000-$110,000 DOE

Authorization Status: Must be Authorized to Work in the U.S./U.S Citizenship  

Clearance Requirements: Must be eligible to pass and maintain a Moderate Risk Public Trust Background Check (HSPD-12)

What we are looking for 

Aleto Inc. is seeking to hire a Financial Analyst to provide finance and budget-related support and expertise for the Department of Education to include budget allocations; Reimbursable Work Authorizations (RWAs), Intergovernmental Payment and Collection System (IPACs) transactions in support of federal government agency initiatives.  Evaluate needs, recommend critical path steps, and provide expertise.  A financial analyst with Army experience is a Huge Plus!

**This position is 100% onsite in Washington D.C.**

If an offer is extended, the start date is determined by availability and the amount of time it takes for the government background clearance process (depending on the client). 

Financial Analyst Essential Job Duties  

Duties include the following.  Other duties may be assigned.

  • Demonstrate the ability to analyze budgets (monthly/yearly), track budget changes, make budget projections, and reconcile various financial and budget-related data across other business units.
  • Review project, program, and department budgets – consolidate financial information (budgets, appropriations, obligations, etc.) as necessary and maintain accountability for audit purposes.
  • Collaborate and engage other team members in a clear, courteous, and effective manner.
  • Draft reimbursable work authorization (RWAs) in eReta and track the progress of submissions in the General Services Administration (GSA) system.
  • Provide insights into project costs and proactively identify financial risks.
  • Draft easy-to-read financial reports and provide briefings for senior executive-level personnel.
  • Collaborate across directorates, divisions, and branches to communicate financial information and gather necessary data to execute department priorities.
  • May assist in training newly hired departmental staff.

Qualifications/Capabilities/Software Knowledge

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

Education/Experience:

  • Must pass moderate risk Public Trust background check (HSPD-12)
  • US Citizenship
  • Undergraduate degree in business (Accounting or Finance preferred) with at least five years of professional experience
  • Experience supporting federal government clients is a must
  • Experience supporting DOD/ARMY is a plus
  • Real estate or facilities management commercial lease and property management experience is a strong plus
  • Master’s degree and/or CPA Certification is a plus
  • Strong MS Excel data manipulation skills, including pivot tables
  • Knowledge and ability to work in MS Access and/or Power BI a plus
  • Proficient in Google Workspace

Required Knowledge and Skills:

Accounting:

  • Performing and supporting monthly/quarterly financial closeout activities to ensure the close process is completed in an accurate and timely manner
  • Monitoring and booking general and administration expenses
  • Preparing balance sheet reconciliations
  • Assisting with quarterly reporting and annual audit

Financial Reporting:

  • Preparing financial statements for internal and external users
  • Preparing financial performance reports and presentation materials utilized by management
  • Performing detailed financial analyses to support business initiatives
  • Assisting with the preparation of annual operating and capital budget
  • Maintaining an in-depth knowledge of the business and industry to facilitate ad hoc reports and inquiries

Budgeting

  • Budget tracking: documenting all procurements sent from and to Facilities, Office of Finance, and Budget services
  • Budget reconciliation: bi-monthly reconciliation of tracker using Financial Management Support System
  • Managing budget discrepancy reconciliations. Discussing, coordinating, and correcting any budget discrepancies found
  • Formulating annual budget requests. Yearly data gathering, cost projecting, and amount justification for budget requests
  • Reviewing and managing budget strategies and file development
  • Weekly meetings with management to review requests

Rent and Occupancies

  • Processing IPACs, rent justification, inclusive of Security Services
  • Tracking surplus and creating projections
  • Tracking lease expirations (as a planning tool for budgeting and space management)
  • Generating and presenting monthly Principal Office Component (POC) rent reports and conducting quarterly updates/reviews of POC occupancy percentages and full-time employee (FTE) counts (Directory and Building Address files)
  • Understanding Federal government budgeting rules, accounting standards, forecasting, reporting, and analysis related to facilities management
  • Reviewing occupancy agreements
  • Responding to Federal Real Property Plan (FRAPPE) inquiries
  • Conducting bi-weekly meetings with Project Managers and senior staff to update Space Modernization Program master tracker

  • Knowledge and understanding of Federal government budgeting rules, accounting standards, forecasting, reporting, and analysis related to facilities management.
  • Excellent written and verbal communication skills, must be comfortable making presentations

Environment and Physical Conditions 

While performing the duties of this job, the employee is required to have ambulatory skills sufficient to visit other locations; and the ability to remain in a stationary position at least 50% of the time, move inside and around an office, position themself to access items located in high or low areas, and transport items weighing up to 20 pounds across the office.
